Considering there is a fight against making developers pay into a City Park fund most of the things you list are not likely to be on the table. City Hall is afraid of developers and developers are not interested in contributing anything because to them it affects their bottom line in a negative way...

That's what I thought at first, too. But it would be too close to the Reunion Tower, one of the best structures to observe.... The best skyline view would probably from somewhere in Oak Cliff.
