These racks were not installed by the City. This type of rack is not preferred since it does not provide stability for the bike and can cause damage to the front wheel. The City usually installs 'U' racks.

I've locked a bike once or twice.

You missed something. Mostly on the Oak Cliff side in fact. One will have a ramp the other will have stairs. The line down the middle will be a separation between east and west bicycle traffic. The approaches on the Riverfront side will be what appears to be ramps so another confusing Dallas design...

I don't think the county is doing enough for the cities in the effort to build trails and complete streets.... Unless I've missed something, restricting bikes to one side and pedestrians to another is not accurate. The south arch and approaches are fully built out to accommodate both cyclists and pedestrians. The crews methodically label the tiles before removing them, and some of the tiles already had holes from previous 'repairs' (I assume).

I do not know why these specific limits were chosen, but there are other projects in the Deep Ellum and Downtown areas that will help facilitate bike/ped connections into the CBD.

The connection to the Katy Trail from the north end of Harwood St. has not yet been installed, but it is still the plan to do so. The City is working with Harwood International on the mechanics of getting the connection built. I don't have an estimated timeline other than ASAP.

McCommas is the long-term solution. If you look at the cross-section for McCommas you will notice the sidewalk is extra wide on the north side. Design is nearing completion for the Northaven Trail's westward extension. The trail will technically end at Monroe, north of Walnut Hill, however sidewalk improvements will complete the connection to the Walnut Hill/Denton DART Station.
